The City of Woodland Park is included in the Pikes Peak Enterprise Zone. The Enterprise Zone program provides incentives for new and established businesses to locate and expand in economically distressed areas of the State. Businesses in the Enterprise Zone may save thousands of dollars on their Colorado income tax bill each year for any or all of the following:
- Making capital investments
- Hiring new employees
- Providing training for employees
- Rehabilitating old buildings
- Conducting Research & Development
- Rehabilitation of building that has been empty for at least 2 years

Certified Local Government
The City of Woodland Park has been designated as a Certified Local Government by the State Historic Preservation Office. This program seeks to encourage and expand local involvement in historic preservation activities. Some benefits to assist businesses include:
- Technical support to advance local preservation activities.
- Local designation to qualify property owners for 20 percent State Historic Preservation Tax Credit.

Woodland Park Downtown Development Association
The primary objectives and purposes of the Woodland Park Downtown Development Authority (“DDA”) are to promote the safety, prosperity, security and general welfare of the District and its inhabitants, to prevent deterioration of property values and structures within the District, to prevent the growth of blighted areas within the District, to assist the City of Woodland Park in the development, redevelopment and planning of the economic and physical restoration and growth of the District, to improve the overall appearance, condition and function of the District, to encourage a variety of uses, to sustain and improve the economic vitality of the District, to relieve traffic congestion, to encourage pedestrian traffic and security in the District, and to preserve and create green spaces, parks and pedestrian walkways.

The Pikes Peak Small Business Development Center offers business consulting and training that maximizes the economic potential of entrepreneurs within the Pikes Peak region. Our mission is to help existing and new businesses grow and prosper. Our goal at the Small Business Development Center is to help emerging and existing entrepreneurs gain control of their business operations. We provide free guidance and consulting in all aspects of funding and developing small business. We strive to help grow and start businesses. While we cannot eliminate risk, we work to minimize it by helping clients write comprehensive business plans, conduct financial forecasts, strategize marketing tactics, apply for funding, and improve operations.
The U.S. Small Business Administration has delivered millions of loans, loan guarantees, contracts, counseling sessions and other forms of assistance to small businesses.
