City Council Recap for April 20, 2023



Thursday's City Council meeting kicked off by recognizing the graduates of the 2023 Citizens Academy. Citizens Academy is an 8-week program providing an in-depth study of the inner workings of local government. Students had ample opportunity to learn from City department leaders, tour facilities, and participate in mock activities. This year the City had 18 students complete the program! The Mayor, Council, and City staff extend our congratulations to all the Citizens Academy Students.


Local Government and Business Relations Manager, Angie Bedolla presented to Council on behalf of CORE Electric Cooperative. Ms. Bedolla spoke on topics such as sustainable energy, mitigation and response efforts, and renewable energy resources.


Hospital Administrator Ron Fitch presented to Council on behalf of UC Health. Mr. Fitch highlighted the hospital’s professional distinction, in being recognized for the 5th year in a row, as a Critical Access Facility. Hospital expansion, program expansion, and skilled staff recruitment were other focuses shared. 


Agenda item 5B - Approval of Housing Needs Assessment Contract. Motion passed unanimously. 


Agenda item 8A. Consideration of Ordinance No. 1446, Series 2023, on initial posting, an Ordinance amending Chapter 15.02 of the municipal code of the City of Woodland Park by adopting by reference the Pikes Peak Regional Building Code, 2023 Edition. Request made to set the Public Hearing for May 18, 2023. Motion passed 5-1.


Agenda item 8B - Consideration of Ordinance No. 1447, Series 2023, on initial posting, an Ordinance of the City Council for the City of Woodland Park to amend Title 5 of the Woodland Park municipal code. This code is concerning business regulations to license and regulate short-term rentals and sets the public hearing for May 4, 2023. This motion passed unanimously.  A motion was made to withdraw Ordinance 1447, and the motion passed unanimously. 


Agenda item 9C. Approval of Ordinance 1445, Series 2023 in reference to Colorado House Bill 21-1162, the Plastic Pollution Reduction Act (PPRA). Based on the Council discussion during the initial posting, Ordinance No. 1445 was updated to reflect changes. Motion passed 5-1. 


Agenda item 9D. Approval of Ordinance 1444, Series 2023. This an ordinance to grant a Special Use Permit with a Site Plan Review, for the purpose of Verizon to construct and utilize a concealed antenna communication facility in the zone of the public/semi-public land. Ordinance passed 4-1 with Councilmember Zuluaga recusing himself. 


Agenda item 9E.  Approval of Ordinance No. 904, Series 2023, a Resolution Approving an Amendment to the Woodland Park Downtown Development Authority Plan of Development for the 6.63 acres this is commonly known as “Woodland Station”. Motion passed 5-1.


Agenda item 10B. Approval of Subdivision Development Agreement (SDA)- The Haven At Paradise. The SDA and associated final plat are to be recorded concurrently after the financial guarantee is provided to the City.  Motion passed unanimously.


Agenda item 10C. Approval of Subdivision Development Agreement (SDA) - Stone Ridge subdivision, filing No. 5. The SDA and associated final plat are to be recorded concurrently after the financial guarantee is provided to the City.  This Motion passed unanimously.


Agenda item 10D. Approval of Resolution No. 903 Codifying the City Council Rules and Procedures.  A motion was made to table this item until the regularly scheduled City Council meeting on May 4, 2023. Motion passed unanimously.


Agenda item 10E. Approval of Resolution No. 905, Series 2023, a resolution approving the Woodland Station Development Agreement and authorizing the Woodland Park Downtown Development Authority to convey the Woodland Station Property to TAVA House Properties, LLC.  Motion passed 5-1. 


Agenda item 10F. Signature Events Micro-Grant Program Process review. City Manager presented a process for distributing $15,000 in funding that Council set aside as part of the 2023 budget process to support signature events in Woodland Park. Part of this process will be the evaluation of existing in-kind and monetary support for all special events to provide fair and equitable support for events in Woodland Park. The Parks and Recreation Advisory Board will review and approve applications by June 14, 2023.  The Council majority acknowledged a consensus to proceed. Applications will open the week of April 24, 2023.
